Foreword to Issue 27
We have had a hiatus of a few months in the publication of the Newsletter, but not because there is nothing to report. One reason is that we rely very much on accounts of Iraq media developments that occur in the English language press. Since the transfer of authority to the Interim government, and partly because of the security situation, there is less coverage of media development issues. Perhaps this is not deemed to have the same degree of importance as during the Coalition era, or because there are fewer journalists chasing for elements to cover. Perhaps it is because in the utter complexity of instability and struggles for power, the role of the media hasn't been adequately defined. The "there are hundreds of newspapers" and "competition among television channels" story has been repeatedly told.
In fact, there's been a great deal of intense action in terms of the regulation of the media. The two commissions established by the COA under Order 65 and Order 66 were set to begin work when, all of a sudden, a body called the Higher Media Commission burst onto the scene, with apparent authority from the Prime Minister. This Commission seemed bent on absorbing much of the function of the two commissions, but exercising much more direct governmental intervention in terms of licensing and disciplining the media. During late July and August there were repeated efforts, diplomatic and through the commissions, to impede what was deemed a usurpation, a violation of free speech principles, and an undoing of one of the effective actions of the Coalition.
One strategy was to try to reconfigure the Higher Media Commission as a policy arm of the PM or the future legislature, but take it out totally of the regulation or licensing business and have it keep far away from the emerging public service broadcaster.
The HMC, however, seemed to persist and issue various orders. One, issued during the recent Fallujah campaign, spoke specifically to content and predicted dire consequences for media that didn't follow its precepts. As we go to press, rumors abound that the HMC was dissolved or at least set to one side by the Prime Minister. But this area has been rife with rumors, so time will tell.
Interestingly, Fallujah was a site in which the insurgents also sought to establish "standards" for the media. Apparently, satellite channels were threatened with respect to their freedom to operate if the insurgents felt that they took, too closely, the "government side" in reporting the battles. This came at the same time that the HMC issued its requirements that the channels adequately recognize the government's perspective.
