Training and Development
Annenberg/Oxford Summer Institute
This summer programme was established at the Programme
for Comparative Media Law and Policy, Oxford University in 1998
and offers intensive, high level study of law, policy and regulation
in a range of communications sectors. This annual two-week programme
is designed to introduce participants to the multitude of issues
presented by the new communications technologies. Participants
are able to focus on specific regional issues, and are at the
same time exposed to a broad international perspective and a network
of like-minded experts from countries worldwide.
In 2005, for the first time the Annenberg School
for Communication joined this summer programme as the main sponsor.
Sessions focussed on, for example, the Internet (Web sites and
regulation of hate speech), satellite (distribution and regulation
of controversial channels) and advanced multi-channel digital
broadcasting, all of which present extraordinary questions of
law, policy and cultural change with impact on interactivity and
direct marketing. Visit

- Stanhope
Centre sent a representative to consult with the Public Affairs
and Media Office of the OSCE
Presence in Albania. Dr. Joan Barata, from the University
of Barcelona , assisted with draft amendments to the electronic
media law related to digital terrestrial broadcasting and satellite
service providers in Tirana.
East Africa Training Programme
From January 24th through March 4th, the Stanhope
Centre and London School of Economics Crisis
States Programme hosted 16 East African journalists to the
UK for a specifically tailored Fellowship programme including
politics and economics. More

Intellectual Property in Comparative Perspective:
Cultural Implications of Technological Change
An intensive policy-oriented two-week summer
seminar on the political and cultural context of intellectual
property law, held at the Central European University (CEU) in
Budapest. August 1-12, 2004. Visit the seminar's

ICT Training Programme
In August 2003, 25 journalists from Eastern and
Central Europe met in Budapest for a two-week training session
